I'm wondering if a Natal phase relationship has any connection to "phase of life" (age)? Would a natal planet in a Last Quarter Square phase to another planet indicate engaging those energies later-in-life? Would a natal New Phase relationship indicate an early childhood encounter with those evolutionary opportunities?

I believe the energies between natal planets in any phasal relationship engage and maintain the energy of that phase throughout the entire life. Of course, there can be some felt changes via transits/progressions that facilitate, accelerate or challenge further when other sensitive points are activated. As we continue to evolve in life, we can translate & perceive that energy with different eyes based on our experiences in life and the evolution of our perspective. In other words, the phasal relationship remains active the whole life, but the “phase of life” we are in allows the soul to shift its perspective on how that energy manifests and has manifested throughout the life, and what its purpose is.

I'd only add that entering into new life phases via transits or progressions doesn't necessarily shift one's perspective of anything. That's not guaranteed.
To review, phases in a chart indicate where within a cycle a soul is manifesting/playing out a particular phase of experience. It implies something of the past/ i.e. that there has been a cycle leading to this point in time where the two planets are manifesting in the phase they are currently in.

Could you share an example or elaborate a little more on like what Dawn said with the last quarter and engaging those energies later in life? Would this mean some energies in earlier phases are more dormant until later in life?

No, it means that there are ongoing cycles in life that are interreacting moment to moment with our natal chart, which is operative our entire lifetime. We'll get to all of this a bit later in the course when we learn transits and progressions.
